"Lt. Gov. Taylor requested that the Senators exercise caution when using explicit medical terms regarding SB 418. SB 418 would establish female genital mutilation as a crime and provide for penalties. A videotape showing the procedure was made available for viewing in the anteroom. Sen. Unterman took the well to speak in favor of the Committee Substitute to SB 418. Sen. Thomas of the 10th took the well to speak in favor of the bill and Amendment 1, which would name the bill the Amirah Joyce Adem Act. She yielded to questions from Senators Vincent Fort of the 39th and Peg Blitch of the 7th. Sen. Unterman took the well to close the debate and state that she did not object to Amendment 1.

The Committee Substitute to SB 418 was adopted by a vote of 43 to 0.
